Aims
Advance the interests of persons with mental handicap, without regard to nationality, race or creed, by securing provision of remedial, residential, educational training, employment and welfare services; create a common bond of understanding among parents and families of the retarded and others affected by the problem of mental handicap worldwide; promote the interests of persons with mental handicap and their families by bringing about cooperation among organizations representing national endeavour on their behalf.

Main thrust is the fostering of effective programmes for international exchange through: personnel training workshops geared to the specific needs of a country or region; reciprocal exchange of experts; international symposia and seminars on crucial issues; world congresses and regional conferences that advance knowledge and attitudes; translation and dissemination of information about major developments; development of guidelines for legislative action, such as the 'Step by Step' programme for the implementation of the United Nations Declaration on the Rights of Mentally Retarded Persons adopted by UN General Assembly in 1971.

Contribution to UNESCO's programmes Evaluation 2008: Inclusion International cooperates with UNESCO through a number of processes: Through the flagship on inclusive education, Inclusion International participates in discussions and exchange of knowledge in good practices related to the inclusion of children with disabilities in education. Inclusion International also currently has a project funded by the Participation Programme of UNESCO which is designed to work in Guatemala and Nicaragua towards the development of inclusive education systems that will help to advance Education for All in those countries. The President and Council members of Inclusion International participate regularly as speakers and expert references at UNESCO-sponsored conferences and events. The regional associations of Inclusion International (Inclusion Inter-Americana; Inclusion Europe; Inclusion Asia Pacific; Inclusion Middle East North Africa and Inclusion Africa) work directly with the regional and national offices of UNESCO. Inclusion International has been working in close cooperation with UNESCO on its programme for inclusive education over a long period of time. Presently this is manifested mainly through our EFA Flagship on the Right to Education for Persons with Disabilities: Towards Inclusion. Inclusion International is one of the international NGOs that serve as partners in the Steering Committee for the Flagship and its activities. ED is also cooperating in developing a handbook on the New United Nations Convention and its paragraph 24 on education. The handbook is developed by Inclusion International and UNESCO. Cooperation with Inclusion International has been very productive and of great importance for the design of programmes and credibility among parents of children with disabilities.
Previous evaluation made by Programme sector concerned Evaluation 2001 : Inclusion International has been involved in the work of the International Bioethics Committee (IBC) and a permanent correspondent provides liaison with the Division of Ethics of Science and Technology. In particular, it prepared four documents concerning the work of IBC, thus contributing to reflection on the ethical implications of scientific and technological progress. Its action has a significant educational dimension and takes into account UNESCO’s programme priorities: young people, women and least developed countries. When it was classified and admitted to operational relations at the 149th session of the Executive Board (May 1996), its geographical representativeness had been deemed inadequate. The past four years have seen a considerable shift in its membership, particularly in the least developed countries. In this respect, under its new cooperation strategy, Bangladesh and Indonesia have been selected for preliminary study missions onlogistical support activities. Inclusion International maintains close cooperation with theEducation Sector under the UNESCO programme on special needs education and promotion of the teaching of persons with disabilities. It published a document entitled The Journey to Inclusive Schools which presents UNESCO’s activities in this field since the WorldConference on Special Needs Education, held in Salamanca. It took part in the preparation of a strategic session held on the subject by the Finnish authorities. It has developed its capacities as consultant in the specialized agencies of the United Nations system. Its advisory role in the elaboration of UNESCO’s programme regarding special needs education is appreciated by the Education Sector, which recommends its reclassification to formal relations. A position paper has been received from this organization in the framework of the follow-up to the World Education Forum in Dakar (April 2000).
