Aims
Protect freedom of the press in the Americas and defend and promote the right of the American peoples to be fully and freely informed through an independent press; foster and protect press freedom by publishing facts of any action or attempt to restrict that freedom in the Western Hemisphere; foster general and specific press interests; promote and maintain the dignity, rights and responsibilities of the profession of journalism; encourage uniform standards of professional and business conduct; promote greater exchange among American peoples in support of basic principles of a free society and individual liberty.

Activities
Maintains: Inter-American Press Association Press Institute*, which organizes seminars and produces publications; IAPA Scholarship Fund*, set up 1954. Set up: Office of Certified Circulation (OCC), started 1954, which subsequently became autonomous and was then replaced by national and regional organizations which continue helping to increase advertising income and thus financial independence.

Contribution to UNESCO's programmes 181 EX/ONG.2 (April 2009): IAPA works closely with UNESCO in the promotion and selection of the UNESCO-Guillermo Cano Award. IAPA also works closely with UNESCO on the promotion of 3 May, World Press Freedom Day. IAPA participates significantly in UNESCO main conferences and seminars. On May 2, 2007, IAPA participated in Medellin, Colombia in the celebration of World Press Freedom Day and the awarding of the UNESCO-Guillermo Cano World Press Freedom Prize on 3 and 4 May. UNESCO’s Director-General and the Colombian Vice-President hosted the celebration. Among the highlights was the unveiling of a bust of Guillermo Cano in Medellin’s Bolívar Park, as well as the posthumous awarding of the UNESCO-Guillermo Cano World Press Freedom Prize 2007 to Russian journalist Anna Politkovskaya. Following the ceremony, the IAPA President delivered one of the keynote addresses at the UNESCO-organized seminar titled “Press Freedom, Safety of Journalists and Impunity”. The IAPA Executive Director and Press Freedom Director participated in two of the panel discussions in this session. IAPA held two hemispheric conferences that featured UNESCO speakers and collaborators. The first, a November 2006 Values in Journalism workshop, began the work that led to a statement of aspirations that defines aspects of the vital role of the press in democratic societies. The second, in July 2007, brought together Supreme Court justices from several countries to discuss manners of applying international human rights standards in cases of crimes against journalists. IAPA regularly organizes forums, conferences and seminars at the country level to discuss local press freedom issues and UNESCO representatives have participated in those events. Evaluation of cooperation by the programme sector: UNESCO has long-term and dynamic relations with IAPA in creating an enabling environment for independent and professional media in the Americas. UNESCO has through the past six years, in cooperation with IAPA, developed policies for programme based media assistance. See UNESCO’s Belgrade, Dakar, Colombo, Medellin and Maputo Declarations. Furthermore, UNESCO has solid working relations with IAPA, which not only serves as professional screener and implementer, but also adviser on professional matters related to the media sector. This ensures continuation and links between different areas of media development such as law, capacity-building of media managers, journalism development and peer network promotion. The cooperation is evaluated as strategic and useful, and it is recommended to be continued and strengthened.
Previous evaluation made by Programme sector concerned 164 EX/ONG/2 (April 2002) : During 1996-2001, the Inter American Press Association has pursued its activities in support of the fundamental freedoms of the press and of expression. In terms of geographical extension of membership, funding or affiliation, there have been no substantial changes during this period. It has regularly kept the Secretariat informed of its activities and joined UNESCO in assisting independent media in conflict and post-conflict areas in 1997, 1998 and 1999. It is an active member of the International Freedom of Expression and Exchange Network (IFEX). Its Declaration of Chapultepec embodying ten fundamental principles for a free press to perform its essential role in a democracy has been endorsed by 22 Heads of State in the Western Hemisphere, as well as by international organizations including UNESCO. IAPA has not contributed to consultations of the Director General on the C/4 and C/5 documents, nor to the sexennial report (1995-2000). However, CI with which it cooperates essentially highly values its professional competence and its monitoring and lobbying capacities, and recommends the renewal of formal consultative relations. Annual World Press Freedom Prize, called UNESCO/Guillermo Cano Prize in honor of the murdered editor of El Espectador, Bogota, Colombia (1997). Signature by UNESCO of the Declaration of Chapultepec, UNESCO (1995, 2000). IAPA participated in the UNESCO General Conference (1997) where was adopted a resolution setting mechanisms for bringing those guilty of crimes against journalists to justice.
