Promote the management and use of records and archives and the preservation of the archival heritage of humanity worldwide, through sharing of experience, research and ideas on professional archival and records management matters and on management and organization of archival institutions.

Contribution to UNESCO's programmes Evaluation 2008: In the period from 2002 to 2007 ICA has participated in many UNESCO programmes, including the following: World Summit on the Information Society (WSIS): ICA was present at the first WSIS (Geneva, 2003) and emphasized the important role that ICT can play in more efficient information management and thus in transparency and good governance. At the second World Summit (Tunis, 2005) it secured acceptance of the role played by archives in providing equitable access to knowledge and information for all. Information for All Programme (IFAP): ICA supports this programme because it wishes to promote the preservation of, and public access to, the information contained in archives of all kinds. Initial funding from IFAP has enabled ICA to develop AtoM (Access to Memory), a software package that enables description of archival documents to be captured on computers and made available over the Internet. Memory of the World Programme: The global archival community has continued to participate in this programme for the preservation of the world’s documentary heritage. ICA members also serve on the committees that advise UNESCO on which archives should feature on the International Register on account of their historical significance for humankind. World Digital Library: ICA represents archival interests by serving on the working group on criteria for the selection of material to be included in the WDL. Preparation of Guidelines for the Implementation of the Hague Convention and its Second Protocol. The assessment of the framework agreement highlighted difficulties in its implementation, yet ICA continues to cooperate with UNESCO to achieve its objectives. ICA’s global action can relate to several Sectors (CI, CLT, SHS, ED). CI believes that, because of overlapping mandates in preserving memory, partnership with ICA is essential for the development of archives. The fact that ICA maintains its presence and action in different activities sponsored by UNESCO demonstrates its commitment to continued cooperation with UNESCO. It envisages closer relations with other sectors but without decreasing the formal ties with CI, thus revitalizing the cooperation between UNESCO and ICA.
Previous evaluation made by Programme sector concerned Evaluation 2001: Widening of the access to the information and the knowledge by promotion of systems of exhaustive filings in the whole world. Formation: development and diffusion of didactic hardware, encouragement of educational television by Internet and implementation of the Code of ethics for the training of new archivists, curators and managers. Revision of the Convention of the Hague for the protection of cultural properties in times of war (1954) and signature in 1999 by 28 countries of its Second Protocol.
