Aims
As a global partnership of adult learners and adult educators and their organizations and of others who use adult learning as a principal basis for their work, and in the belief that adult and lifelong learning are deeply linked to social, economic and political justice, equality of gender relations, the universal right to learn, living in harmony with the environment, respect for human rights and recognition of cultural diversity, peace and the active involvement of women and men in decisions affecting their lives: promote adult and lifelong learning as a necessary component of life in an independent, sustainable, democratic and participatory society; advocate and act for the engagement of adult education in critical social issues.

Activities
Strategic Plan comprises 4 advocacy strategies. Programmes (4): Advocacy, Networking and Global Alliances for the Right to Education and Lifelong Learning in the Global Agenda; Governance, Information and Communication; Capacity Building and Training Programmes for ICAE Members and other Stakeholders; Addressing Gender and New Forms of Discrimination. Participates in preparing UNESCO conferences through ICAE Task Force. Annually participates and promotes, at national, regional and international levels, the global Action Week. Established: 1982, J Roby Kidd Trust Fund and Annual Award; 1987, Nabila Breir Trust Fund and Annual Award; Dame Nita Barrow Trust Fund and Annual Award.

Previous evaluation made by Programme sector concerned 164 EX/ONG/2 (April 2002): ICAE is an active partner of the UNESCO Institute for Education (Hamburg) and the Division of Basic Education. Over the period under consideration, it has regularly kept the Secretariat informed on its activities by transmitting activity reports, booklets and newsletters. It has not responded to the consultation of the Director-General on the C/4 and C/5 documents, but has contributed to the sexennial report 1995-2000. Bilateral cooperation was dynamic and satisfactory and the “watching role” ICAE plays, by expressing its concern with the lack of concrete results regarding the opportunities for adults to exercise their rights to lifelong learning, is appreciated by the Education Sector. Among its multiple contributions, ICAE has fully participated in the activities of the International Conference on Adult Education (CONFINTEA V, Hamburg, 1997) and its follow-up, as well as the preparations and follow up to the World Education Forum (Dakar, 2000). In terms of collective cooperation, ICAE has regularly participated in all international consultations of NGOs organized in the framework of international events on education issues. It is a regular member of the Collective Consultation on Education for All. The Education Sector recommends the renewal of formal consultative relations.
