Aims
Promote humanitarian, scientific and technological contacts, particularly in the field of higher education; assist educational institutions in modernizing and increasing their teaching, technical and scientific facilities and in working out advanced and efficient systems of education; assist graduates and alumni in improving and upgrading their professional training in educational and scientific-research institutions and production units; provide assistance to developing countries by transfering and sharing knowledge for their economic and social advancement; promote activities of NGOs and their networking.

Contribution to UNESCO's programmes Agreement between UNESCO, INCORVUZ and the State Academy of Management (Moscow) concerning the establishment of a UNESCO/INCORVUZ Chair and Network for the development of non-governmental organizations in countries in transition (1998). Network coordination centre, NGOs databases, NGOs profile groups, organization of seminars in regions of Russia and other CIS countries. Establishment of a Focal Point of the UNESCO/INCORVUZ Chair for the development of NGOs in countries in transition at the Belarus State University (Minsk). Establishment of a UNESCO/INCORVUZ Chair at Tbilissi State University (Georgia, 2001). Since 1994, sponsors a joint UNESCO/INCORVUZ Fellowship Programme for developing countries. At the request of the International Bureau of Education, evaluation reports of education systems of 4 CIS countries were prepared and included in the CD-ROM World data on education. Serves of behalf of the NGO-UNESCO Liaison committee as coordinator of NGOs in the CIS countries. As an observer in the Council for cooperation in the field of education of the Commonwealth of Independent States, cooperates with Ministries of Education of the CIS countries, promotes INCORVUZ objectives and UNESCO ideas and goals. Exhibition on Higher Education of the CIS Countries held in India, Ghana, Cyprus, Pakistan, Bulgaria, Lebanon, Peru and Indonesia and other countries, international education exchange programmes. Chairing a Section International cooperation in education, science and culture - UNESCO fields of competence. Participation, jointly with the UNESCO office in Moscow and the Ministry of Education of the Russian Federation in the national programme Tolerance and Non-Violence in the civil society (2000). Participation in the seminar UNESCO and NGOs for NGOs of Russia, Georgia, Armenia and Azerbaijan, organized jointly with the National Commission of Georgia for UNESCO (Tbilissi, 2001). Participation in the preparation and holding of the All-Russia Civil Society Forum of NGOs. Elaboration of the Concept Philanthropy development in Russia for the Forum of philanthropical NGOs in Russia. Previous evaluation made by Programme sector concerned 164 EX/ONG/2 (April 2002): Over the considered period, INCORVUZ-XXI has pursued its fruitful cooperation with the Division of Higher Education, notably for the implementation of activities foreseen in the framework of the Cooperation Agreement signed with UNESCO in 1995, and through the UNITWIN/UNESCO Chairs programme. In 1998, a UNESCO/INCORVUZ Chair for the development of NGOs in the CIS was established. It has implemented a project on human rights and discrimination in cooperation with the UNESCO Office in Moscow. Designated focal point for Eastern-European NGOs, INCORVUZ-XXI has coordinated successfully various activities undertaken by NGOs for the development of civil society. It has disseminated information on UNESCO’s programmes and activities. In terms of bilateral cooperation, a number of regional projects were implemented through the Participation Programme, such as establishing a Database on NGOs active in the CIS in the fields of Education, Science and Culture, and Networking of NGOs in Russia and other CIS countries. INCORVUZ-XXI was involved in the activities of the International Year for a Culture of Peace and has conducted a Pilot project on the Culture of Peace in Russia in the year 2000. It has not responded to consultations on the C/4 and C/5 documents, but has contributed to the sexennial report (1995-2000). In terms of collective cooperation, INCORVUZ-XXI is a motivated partner of the Collective consultation on Higher Education and has participated in the International and Regional Consultations of NGOs organized over the period. It is the focal point for NGOs networking in countries in transition for the UNESCO-NGO Liaison Committee. The renewal of formal consultative relations is strongly recommended by the Education sector.
