Contribution to UNESCO's programmes IFHP, a recognized professional network firmly implanted in the industrialized countries, is one of the oldest non-governmental organizations in the field of urban planning and housing. Its co-operation with UNESCO in recent years has been episodic. It has made various proposals for the creation of a collective consultation on human settlements and the follow-up to HABITAT Il. Because of its weak geographical representativeness, especially in the poorer countries where there is a pressing need for infrastructure development, the Federation fails to meet fully the criteria for admission to formal relations.
